The Government of Guyana has secured financing from the Caribbean Development Bank (CDB) to assist in implementing the Community Services Enhancement Project, and it intends to apply a part of the funds toward consulting services for the revaluation of properties in four communities which are to be upgraded to townships.
These are located in the Essequibo, namely Bartica, Charity, Parika and Supenaam.
The Government has since appointed the Ministry of Local Government and Regional Development as the executing agency for the provision of these consulting services.
The objective of the consultancy is to improve the overall equity and efficiency of the property tax system in Bartica, Charity, Parika and Supenaam.
Consulting services are required to facilitate the use of the systems, standards of practice and technology developed under the Inter-American Development Bank-funded Urban Development Project to: Capture all properties to develop a tax roll that is 100 per cent complete and accurate for the project communities; Consistently apply systematic and acceptable valuation techniques to value the properties, and make use of up-to-date technology for property identification, valuation, accounting and record maintenance in Bartica, Charity, Parika and Supenaam.
Consultants will also be required to develop a public awareness programme to encourage compliance with obligations with respect to property taxes, and to highlight the associated community benefits.
