Kleptomania is described as an obsessive impulse to steal regardless of economic need.
A person suffering from this condition is termed to be a kleptomaniac and is the choice word used by Leader of the Alliance for Change Raphael Trotman to describe the current government of Guyana.
Trotman was at the time responding to the US$25 million request that has been signaled by Finance Minister, Dr Ashni Singh, during last Thursday’s sitting of the National Assembly.
Trotman also drew reference to the first value for money audit that was conducted on the Palms.
The AFC leader was adamant that such an audit should have been conducted at the Ministry of Transport and Public Works “where all these billions are spent on roads and bridges and infrastructural works.”
He suggested that an audit could have been conducted at the Guyana Sugar Corporation to justify the money spent for the New Skeldon Sugar Factory among other expenditure by the company.
The AFC leader also suggested that the value for money audit could have been spent at the Guyana Power and Light Company, drawing reference to the fact that the new plant in Kingston that has been running for some time now but the populace is still subject to blackouts.
He noted that at present the financial experts affiliated with party are currently analyzing the request in detail and, while it is unfortunate, “we will bring them to the fore…we will expose them.”
“We are dealing with a kleptocracy…kleptomania is running rampantly and we cannot account for our money.” He also recalled what was offered in response to an expose by inviting a newspaper to bid for projects, “that is an obscene response.”
Trotman added that instead of admitting to paying extra for something, “you respond with a snide remark.”
“Our job as an opposition is to expose transgressions of the law.
To oppose them, we see them do something wrong and we support them when they do good…we cannot as a nation of less than a million people continue with this level of corruption…there are too many people going hungry.”
Dr Ashni Singh on Thursday last initiated the proceedings to seek to have the House approve some $US25M of supplementary spending.
