Head of the Presidential Secretariat, Dr. Roger Luncheon, has said that records have shown that the land situated at the corner of Thomas Road and Vlissengen Road, and which is being claimed by the Guyana Public Service Union (GPSU), belongs to the government.
At a post-Cabinet media briefing on Thursday, Dr. Luncheon, addressing the media on several issues said “the law certainly recognises its legal ownership.”
Yesterday, workers attached to the Ministry of Public Works began the process of erecting a fence on the parcel of land to separate it from that occupied by GPSU.
A National Industrial and Commercial Investments Limited (NICIL) release yesterday stated that under Transport #1510 of 1974, the land is owned by the Government of Guyana.
The land, demarcated on a survey plan was leased for 10 years by GPSU—from 1973 to 1983.
The union made an application for an extension of the lease but that process was not completed.
By this time the union had constructed the sports club which the late president Forbes Burnham opened in 1982.
The Guyana Lands and Surveys Commission in May 2008 conducted a survey for an area measuring 2.31 acres.
On October 31, NICIL on behalf of the Government, erected two signs on a portion of the land reading “Property of the Government of Guyana, Trespassers will be prosecuted.”
Persons subsequently removed the signs and discarded them on the roadside.
The union is claiming the entire plot that comprises Plot 6, plot 7 and plot C which is the easternmost plot.
The records dating back to 1921 show that the land was government owned.
