People’s National Congress Reform Member of Parliament, Mervyn Williams, and former party representative for Region Three, yesterday dismissed the comments made by Regional Chairman of Region Three, Julius Faerber, Regional Executive Officer of Region Three, Winston Davidson and Chairman of the Neighbourhood Democratic Council (NDC) in Meten – Meer – Zorg, Mohammed Pasha, as it relates to the $5M abattoir in that area, as ridiculous.
According to Williams, from the comments made by the officials it seems that the undertaking of the previous Regional Democratic Council (RDC) was not a responsibility of the incumbents, adding that “for the RDC Chairman to cite no knowledge of the project without consulting with the minutes is ridiculous”.
“The discussions and agreements of the RDC council are recorded in the minutes of the meeting…that is a permanent official record of the business of the RDC, and in those minutes will be found record of discussions and decisions taken with respect to the abattoir at Meten-Meer-Zorg.
Williams added also, that then councilor Pasha was present during all of the deliberations as it relates to the abattoir, and for him to tell this newspaper that he had no knowledge about the abattoir was a blatant lie.
He noted that when the abattoir was conceived, the advocate for it was the late PNCR regional councilor, Timothy Persaud, in the 2001-2006 RDC.
He added that Persaud continued to advocate for the opening of the abattoir which was constructed and outfitted with a tiled floor among other amenities, “even after his death the PNCR councilors including myself continued to champion for it…we decided that we needed the authorities to pull this thing together some time around 2004. The then REO was mandate by Chariman Esau Dookie based on our representation, to equip the place with running water and to find an allocated sum of money to run electricity to the building. They did an analysis and they said that they were going to do it and they dropped it.”
The term came to an end in 2006 and the matter was put to rest
Williams also recalled that it was proposed by M.L. Hussain called ‘Haroon’ a PPP Councillor that when the abattoir would have been opened it be named the ‘Timothy Persaud Abattoir’ and it was agreed and recorded.
“For the acting REO and the regional Chairman and the NDC Chairman Pasha to suggest that they have no knowledge of the abattoir without suggesting that they needed to consult with the official records of the council to me is ridiculous…I am made to believe that any commitment undertaken or commitment prior to the 2006 and 2011 RDC is not the responsibility of the incumbents…I think that is absolutely ridiculous.”
The building, which was intended to be used as an abattoir at Meten-Meer-Zorg, West Coast Demerara, has not been used some 14 years after it was constructed.
Kaieteur News understands that the abattoir was built in 1995 at a cost of approximately $5 million.
Regional Chairman of Region Three, Julius Faerber, when contacted had stated that he was not working with the region at the time that the building was constructed and as such, he was not in possession of the information in relation to who constructed the building or why it was never used.
This newspaper then reached the acting Regional Executive Officer of Region Three, Winston Davidson, for comment, and he said that he was not aware that any such abattoir was constructed since he only started working at the Region in 2006.
In fact, Davidson noted that there might not be anyone in the Regional Administration that will have any information on the building, since the chairman and other workers only recently started working at the Region.
Contact was subsequently made with Chairman of the Neighbourhood Democratic Council (NDC) in Meten – Meer – Zorg, Mohammed Pasha, who also said he is not in possession of any information on the abattoir, as according to him, it was not constructed during his tenure as NDC Chairman.
Pasha did admit that he is aware of the building, but could not say why it was never put to use.
Kaieteur News understands that a security guard is paid on a monthly basis to keep the building secure, but according to residents in the area, this individual only visits the building once daily, and then leaves.
