…condemns killing of victim in river heist
The People’s National Congress Reform yesterday condemned the killing of 23-year-old Dweive Kant Ramdass by three ranks of the Guyana Defence Force (GDF) Coast Guard in the Essequibo River whilst calling on the President to reopen the Lindo Creek investigation in light of the latest revelations.
According to the party, the manner in which Ramdass was killed, speaks volumes about the extent to which rogue elements in the security forces are out of control and also emphasises the fact, “these elements are under the misapprehension that they are above the law, when they, in fact, should be its guardians.”
The party stated that the killing of young Ramdass by ranks of the GDF exposes the criminality within ranks of the security forces, a worrying development to which the PNCR had several times noted at its weekly press conferences.
The Party had warned that “if this situation was not brought under control, the integrity of the Force as one of the primary agencies for the upholding of the law would be completely undermined…The Party hopes that the Courts of Guyana and the Chief of Staff will ensure that the rogue elements in the GDF are reined in and that Justice is served.”
President Bharrat Jagdeo was commended by the party, “for his speedy condemnation of the GDF over this most dastardly act…However, we expect that the President will exhibit the same speed in having the Lindo Creek massacre investigation reopened, based on the latest revelations.”
According to the PNCR the latest evidence vindicates Leonard Arokium’s firmly held position, that the killing of his workers and relatives at Lindo Creek could not have been done by Rondell “Fineman” Rawlins, as alleged by the Jagdeo Administration, but by ranks of the GDF.
It was pointed out that the killing of Ramdass illustrates once again that ranks of the GDF are involved in illegal activities.
“The torturing of our citizens is another area where such illegalities have gone unpunished, giving rise to an appearance of immunity for any acts committed by these out-of-control ranks…The PNCR, therefore, wishes to remind ranks of the GDF that International Law no longer excuses a soldier for illegal acts merely because it was in pursuit of an order from a superior…All soldiers are now answerable for their illegal acts, especially for acts of torture.”
The party also called on Chief Of Staff, Commodore Gary Best to give a direct assurance to the nation that he is taking action to curb the activities of the unruly and wayward band of soldiers and to explain what measures he will be implementing in this direction.
