Two rice producers, Turhane Doerga and Jinnah Rahman, have secured several court orders against the Guyana Rice Producers’ Association (GRPA) in an attempt to prohibit the intended elections by the Committee of District Associations.
Justice Winston Patterson has ordered that the Guyana Rice Producers’ Association show cause why an order should not be issued to quash the list of names constituting the nomination of candidates purportedly made for the posts of members of the Committee of the District Association.
Justice Patterson ordered that an Order or Rule nisi be issued directed to the GRPA to show cause why an Order of Writ of Mandamus should not be issued to command the Association to cause each of the 13 District Associations of the body to complete and prepare genuine and accurate registers of rice producers in each District Association in accordance with the Guyana Rice Producers’ Association Regulations under the Guyana Rice Producers Act.
Finally it is ordered that GRPA show cause why an Order of Writ of Mandamus should not be issued to command the said GRPA to command the Association to complete and prepare a genuine register of Rice Producers in each District Association and to hold genuine elections of the committees of the 13 District Associations of the Guyana Rice Producers’ Association in accordance with the Guyana Rice Producers’ Association Regulations under the Guyana Rice Producers’ Association Act.
Doerga and Rahman are contending that in accordance with the Guyana Rice Producers’ Association regulations issued under the Guyana Rice Producers Act, it is provided that the election of each District Association shall be held on or before April 30 in every alternate year.
The affidavit adds that the Guyana Rice Producers’ Association has, by alleged notice, scheduled the election for tomorrow, contrary to Section Four of the Act.
The affidavit alleges several breaches of regulations by the GRPA.
According to the document, the nominations in District Eight, purportedly held on April 18, last, was contrary to section (6) of the Guyana Rice Producers’ Association Regulations and in the circumstances, the former chairman of the District Association, an agent of the Association in his official and personal capacity and under the dictatorship of the General Secretary of The Guyana Rice Producers’ Association informed rice producers that the said meeting was private and denied them entry into the building and the meeting so that legitimate rice producers were not afforded the opportunity to nominate anyone or be nominated.
“In District No. 9, no notices were sent out at all nor was any information given as to place and time of election when inquiries were made or requested for registration, on the register thereby denying them the right to nominate or to be nominated.”
“We have been given the mandate and we have been empowered by thousands of rice farmers and behalf of ourselves to represent their interests and to take legal action against the Guyana Rice Producers’ Association to enforce the democratic process.”
