Heads of Government of the Caribbean Community (CARICOM) have reaffirmed their commitment to the early commencement of negotiations with Canada for a trade and development agreement.
Prime Minister of Belize and current Chairman of the Community, Dean Barrow told representatives of the media at a press conference at the Twentieth Intercessional Meeting in Belize City, Belize, that Heads of Government had also approved the negotiating brief for the negotiations between CARICOM and Canada.
Also, with regard to the external trade negotiations, Prime Minister Barrow had indicated that the Heads of Government had approved the plan by the CARICOM Secretariat for the implementation of the Economic Partnership Agreement (EPA).
They also commended the establishment of the implementation unit at the CARICOM Secretariat, which is a specialized unit to coordinate the implementation of the Agreement.
Through the Unit, assistance would be made available to all Member States of the Caribbean Forum of African Caribbean and Pacific States (CARIFORUM).
Prime Minister of Trinidad and Tobago, Patrick Manning said that the Caribbean Regional Negotiating Machinery (CRNM) would now report to the Caribbean Community (CARICOM) Secretariat.
Through the Secretariat, the CRNM would report to the Councils of the Community.
According to Mr. Manning, the CRNM now has a clear structure of reporting.
That structure, he said, should provide a greater level of comfort and confidence in the negotiating mechanism.
The governance of the CRNM was an item on the packed agenda of the two-day meeting under the broader heading of Developments Related to the Conduct of External Trade Negotiations.
The governance of the CRNM, Prime Minister Barrow said, had commanded the attention of the Heads and the importance in properly defining arrangements for leading Caribbean-wide negotiations on trade issues was paramount.
