An investigation by the Guyana Defence Force has revealed that ranks were in breach of the Force’s Standing Orders during last December’s boat collision at Cuyuni, which claimed the lives of two soldiers.
A statement issued yesterday by the army said that a board of inquiry has completed its investigations into the circumstances surrounding the deaths of 19012 Corporal Wesley Hopkinson and 20523 Lance Corporal Colwin Harris.
“The BOI has since completed its investigations and has found that the deaths by drowning were as a result of a boat accident on the Cuyuni River.
“Additionally, the BOI has revealed that there were other administrative breaches to the Force’s Standing Orders, and which will result in disciplinary action against those found culpable,” the statement added.
The release did not state the nature of the breaches.
However, initial reports had indicated that the soldiers were not on duty when the night collision occurred.
In addition, there were also reports that the army vessel was unlit at the time of the crash.
The GDF Chief of Staff, Commodore Gary Best, had stated that disciplinary action would be meted out if any illegality was unearthed.
Corporal Wesley Hopkinson and Lance Corporal Colwyn Harris perished last December when a GDF boat in which they and four other ranks were travelling collided with a civilian vessel.
It is alleged that, after the collision, the occupants of the civilian vessel headed towards the Venezuelan border.
An army statement issued shortly after said that four of the soldiers were thrown into the river by the force of the collision, and two of them made it back to the boat, while Hopkinson and Harris did not.
The ranks were all stationed at the army’s Eteringbang base.
The GDF had stood all expenses for the ranks’ funerals.
