Dear Editor,
I have been a member/supporter of the PNCR for over 40 years. About two weeks ago, the Government of Guyana, in Parliament, moved a motion to postpone the Local Government Elections.
Along with the motion was an amendment to allow for the holding of elections for Mayor, Deputy Mayor, Chairmen etc, either by way of motion by the specific council, or on the directives of the Local Government Minister.
My recollection of this matter is that the PNCR and the AFC, quite properly, did not support this last minute amendment to hold elections for Mayor and Deputy Mayor, and was very critical of the said amendment, including a strong statement by the Leader of the PNCR against the whole process in what appeared to be another smart move by the PPP.
Notwithstanding the above, within hours of this rejection in Parliament, two executive members of the PNCR, John and Jordan, tabled a motion to the Georgetown City Council calling for elections of Mayor and Deputy Mayor, in keeping with the said amendment which the party (PNCR) opposed.
In all my years in the party, I have never seen such stupidity and inconsistency. No wonder people are being turned off from the party (PNCR).
The motion in the Council was proposed by CML John and seconded by Ranwell Jordan, both of whom I understand are on the party executive. Is this a case of another “J” joining these two “J’s — that’s Judas?
Does the leader of the party have any control of his councillors, or is the party backtracking on its objection to the amendment on the Local Government Bill?
Or is there total indiscipline among the PNCR Councillors? What they ought to be concerned about is mobilizing citizens to press for Local Government Reform immediately.
How can your party oppose an amendment in Parliament and move within hours to enforce that said amendment that the party opposed?
Not only that, I am informed they are proposing the party general secretary to run against the present mayor, who is also a member of the said PNCR and is more experienced than the General Secretary.
Is the party ready to compromise the important and efficient work of Mr. Oscar Clarke in his capacity as General Secretary of the party for the post of Mayor of Georgetown for a few months? I wonder who is the crazy one that is now thinking for the party administration.
Now that the motion is placed on hold to January 26th 2009, is the party executive going to allow this indiscipline to continue, or will this motion be withdrawn and some sort of action taken against the two persons for their actions without sanction of the party?
If, on the other hand, this motion is proceeded with, then I am free to assume that the party executive approved this action by the mover and seconder of the motion, and the leadership of the party has backtracked on the party’s objection in Parliament, and is ready to seek power wherever the party can secure it, even at the expense of some further strangling of the party.
The PNCR should be building bridges, and not creating more dissension and discord.
This action by the PNCR will only show further disunity and indiscipline within the party, and suggests an ineffective leadership which is being thrown around by detractors of the PNCR.
