Rice millers and exporters have been urged to be more expeditious in their payment of rice farmers. The current crop is progressing, and farmers need finance to undertake land preparation and other activities.
The millers and exporters were summoned to a meeting with Agriculture Minister Robert Persaud in response to numerous calls that millers were owing farmers, and in some cases for the first crop.
During the meeting, Persaud appeal to millers and exporters to deal with payment to farmers.
He cautioned millers who are delinquent in payment to rice farmers, and reminded them of the Rice Factories Act.
The ministry continues to receive reports of non-payment by the largest buyer of rice.
Persaud stated that the current commission on the export of rice will be changed to a Rice Development Fund.
The only feature that will make this different is that it will be linked with the international prices and move similarly with those prices, he added.
This fund will be further utilized to conduct market research and to develop new varieties.
In an effort to regularize the activities of millers, Minister Persaud advocated the re-establishment of the Millers’ Association.
According to him, this will be able to address specific interventions and to make representation on behalf of all millers.
The Agriculture Minister also announced that he has formed a broad committee comprising members of the milling community, Guyana Rice Development Board, and the Guyana Rice Producers’ Association, financial sector and other technical officials to examine the present marketing situation and to make recommendations to move the industry forward.
These measures will not be restricted to marketing activities alone, he said, pointing out that it will also include other interventions to support millers’ activities.
