The Guyana Justices of the Peace and Commissioners of Oaths to Affidavits Association (JP/COA) has agreed to decentralize, and its powers will be extended to the two other counties, namely Berbice and Essequibo, with the possibility of clusters for greater effectiveness.
This is according to the President of the entity, Herman Bholaisingh, who is also urging JPs to push for greater involvement of JPs/COAs at meetings to deal with matters of a civic nature.
According to Bholaisingh, the association has embarked on a course, since June 2008, to purge itself and rise up to attain its mission with a fresh, invigorating spirit and innovative approach.
It was reported that monthly statutory meetings have been held with an average of 30 registered members. Representation was recorded from far-off locations in Berbice, Linden, Essequibo and Region Nine, and the outcome of all the meetings was very fruitful.
“Overall, we were able to accomplish some things not experienced in the past; for instance, by a more aggressive approach in communication, legal practitioners have been expressing concern in the purpose and direction of the Association in fulfilling its mandate as part of the legal fraternity,” says Bholaisingh.
It was also pointed out that the biggest achievement of the group recently has been working towards the Association’s Constitution reform, rendering it more relevant and realistic and in keeping with the ongoing changes in the social sector and the judiciary.
“With these changes, a redefinition of the role and functions of the JP/COA becomes necessary, in that it should expand to accommodate this expansive role, which would have to entail training.”
It was emphasised by Bholaisingh that JPs/COAs should continuously update their skills and knowledge, and understand the realities of being key, influential persons in their respective communities.
“The effort by the Ministry of Human Services to help improve the social and welfare services of the underprivileged in terms of accessibility to justice through the Legal Aid clinics must be fully supported by JPs/COAs —— they being strategically at the grassroot level.”
He added that there are other initiatives, even in the legal sphere, that promote reforms, which JPs/COAs must be acquainted with, in that what then is actually unfolding is the fact that JPs/COAs should see that their package of civic duties does not consist of signing or preparing documentation alone in an office, but, rather, it is so dynamic because work engagement should involve fieldwork in order to address the more bread-and-butter issues among the populace, assuring their constitutional rights and freedoms, and restoring peace and harmony.
The Association is currently compiling a report on the list of practising JPs/ COAs, to be presented to the President for his attention.
