The Judicial Services Commission has reportedly recommended three judges for High Court appointments several months ago and despite the shortage of judges and the unprecedented backlog that exists in the court system, to date, those recommended have not been sworn in.
According to reports, they have been informed of the recommendations and are now waiting for President Bharrat Jagdeo to swear them in.
This newspaper understands that the appointees are Attorneys-at-Law Dianna Insanally and Franklin Holder, who have been in private practice since 1990, along with Land Court Judge, Mr. Rabindra Rooplall.
Legal sources expressed disappointment that these people have not been sworn in despite their recommendation in April. According to sources, there is dire need for more judges in the High Court.
“The Judicial Service Commission, as the appointing and recommending authority as to who should be appointed judges, has done so in relation to two or three judges and this has happened more than five months ago and to date the president has not found time to swear them in,” one source said.
Kaieteur News understands that there are more than 500 pending cases in the High Court currently.
Statistics accumulated from the court about almost two weeks ago show that at the end of last year, there were 512 criminal cases pending. Up to two Tuesdays ago, 35 cases had been filed for this year and 24 cases completed.
There are currently nine High Court judges, namely William Ramlal, Jainarayan Singh, Claudette La Bennett, Roxanne George-Wiltshire, Dawn Gregory-Barnes, Winston Patterson, James Bovell-Drakes, Rishi Persaud and Chief Justice Ian Chang.
