– eyebrows raised over safety of women, minors
According to police documents, in the space of a week, there have been five cases of rape and carnal knowledge, along with at least one attempted rape. The frequency with which these incidents have been occurring have raised many eyebrows as concerns the general safety of women and minors in Guyanese society.
Between September 13 and September 20, last, there were three counts of carnal knowledge and two separate counts of rape. However, in one of the counts of rapes, the victim was kept overnight and the act was performed on her twice.
These incidents occurred in Georgetown, Berbice, Bartica and the North West District.
Residents of Georgetown have expressed their outrage at the frequency of these acts, while the Director of the University of Guyana Berbice campus, Rishee Thakur has said that the students of the UG Berbice campus are both alarmed and horrified by an attack and attempted rape on one of their colleagues.
Other persons have expressed apprehension because these incidents were the only reported incidents. According to them, there may have been many more incidents of rape and carnal knowledge which have not been reported.
Minister of Human Services, Priya Manickchand, could not be reached for a comment.
She had previously stated that stamping out violence in society would be a continuing effort of her ministry. The ‘Stamp It Out’ policy contains proposals that recommend tougher laws for sexual offences. They also address improved protection against sexual violence.
The proposals are made against the background of the wider Justice Sector Reform Strategy; a substantial investment programme which it is hoped will have a major impact on access to justice over the coming years.
