I would like to take this opportunity to highlight the fact that army ranks have been manning some of the roadblocks which the city has seen since the onset of Carifesta X.
The army does not have the power to search and arrest civilians, only the police do. The army personnel need to have at least one police rank with them, in order for them to legally carry out such functions, if the need arises.
I can understand that, with Carifesta X underway, the police ranks are stretched thin, and it may be necessary for the army to take over some of the police duties.
However, as a courtesy to the public, some sort of bulletin ought to have been issued notifying the public that, while the festival is on, army ranks will be given permission to assist the police.
