Home Affairs Minister Clement Rohee, on Wednesday, lashed out against the Inter American Development Bank (IDB), accusing the institution of attempting to define the realties in Guyana.
The minister was at the time addressing ranks of the Guyana Police Force during the commissioning of the Police Computer Training Centre at Eve Leary.
Minister Rohee told the ranks that he is very pleased that the police are making great strides in implementing the police component of the Citizens’ Security programme signed between the Government and the IDB.
Regrettably, he said, there have been some difficulties with the implementation of the Community Action component of that programme.
“The Government of Guyana has taken a position that it wishes to redefine the community component of the Citizens’ Security programme …We are not satisfied with how it is currently defined in the agreement.”
As it stands, the Community Action component requires that Guyana be the host of consultants to engage in workshops and seminars in various communities that have been identified to be part of the programme.
“We are saying that this has to change, and we have written to the IDB requesting a redefinition of the Community Action component of the Citizens’ Security programme.”
It has been realized, Rohee said, that members of depressed communities do not need to be engaged in workshops, seminars or lectures, but require requisite training to provide skills.
“The young people need to be trained, so that when they are finish with that training they are equipped with the capacity to go out into wider society and to find a job.”
The Community Action aspect of the Citizen’s Security programme is being funded by a US$3M loan from the IDB.
“We know what the realities are in Guyana, and we do not need the Bank to tell us what the realities are. If we want the programme to be redefined, the bank has to redefine the programme to be consistent with the social and economic realties of Guyana,” the minister said.
The US$3M, he said, has to be repaid to the Bank by the Government, with the added requirements of having to show the results of the investment.
“That is why we have written formally requesting that this be redefined. However, the IDB is not responding in a positive manner to the request.”
There seems to be some reluctance on the part of the IDB, he said, to redefine the component of the programme. (Tusika Martin)
