The People’s National Congress Reform is of the opinion that the report on torture by the Guyana Defence Force has become meaningless.
During the party’s weekly media briefing, executive party member Basil Williams noted that it is clear that the findings of the report carried out by elements of the army are unacceptable to the Jagdeo Administration.
He said that feverish efforts are being made to protect those who are loyal to the Administration from facing the full force of the law.
“What other explanation is there for the shambles that has characterized the process by which the report was supposed to be brought to the Defence Board for consideration?” Williams asked.
The contradictory explanations offered for this situation by the President and Dr. Luncheon, Williams said, are unworthy of consideration.
Williams added that the party is concerned that the Jagdeo Administration has chosen to politicise a matter that should have been dealt with in accordance with the prescribed law and established procedures.
“If this had been done, the Jagdeo Administration and the Guyanese people would have had the satisfaction of knowing that out-of-control elements within the GDF, who are bent on torturing citizens, had been removed from the army,” Williams opined.
He added that the deliberate delay in the publication of the report has diminished the credibility of the leading party and that of the GDF.
The party is also concerned about torture by members of the Guyana Police Force. Williams said that the party is cognizant of the fact that the barbarous culture of torture is not confined only to the GDF.
Reference was made to the David Zammett case, back in November 2007. As such, the party has reiterated its call for an independent investigation into the report of torture committed by ranks of the Guyana Police Force.
