According to Mr. Winston Brassington, Government is moving to repossess all lands that were leased to investors and not developed in Ruimveldt, Eccles and Coldingen.
What about those lands in the Anna Regina Industrial Scheme which were given to investors over a decade and no development has ever taken place? Most of these so called investors are selling these state lands.
The Minister of Housing and Water, Mr. Nawbatt, should pay attention to statistics within his ministry. Whether or not he and Mr. Brassington succeed will to a great extent be attributed to them understanding what statistics within their sectors indicate so that their policies can be both responsive and relevant.
One of the areas that they should pay keen attention to is land use. If you go around this country’s Industrial Housing Schemes, you will observe large plots of lands, which are idle or sold for one reason or the other. It is unconscionable for people to be holding lands in an unproductive manner when other investors outside and within the society can put those lands to good use.
A national policy on land was formulated by the PPP/C Government in 1992; this white paper addresses the issue as it relates to lands for agricultural, commercial, industrial, eco-tourism and shelter and settlement. Government sees land as a national resource. The development and productive utilisation of land is integrally tied to national economic and social development.
Government therefore has not only a strategic interest, but a social obligation, in the management and efficient and equitable utilisation of the land resource. Public land administration and distribution must be financially sustainable. However, I want to make it clear as a former Director of the Central Housing and Planning Authority, State leases often contain clauses to the effect that they cannot be transferred without the State’s consent.
