The Ministry of Legal Affairs will soon be bolstered by the establishment of a Ministerial Council of Legal Advisers. This was announced by Minister of State, Joseph Harmon at the post cabinet press briefing held at Ministry of the Presidency.
He said that Cabinet has approved the council’s establishment. The Minister said that the functions of the council will include providing legal analyses and advice on the development of the justice sector and the government’s legislative agenda and litigation matters.
Harmon added that the Council will also have an input in legal policy design and engage stakeholders with an interest in the justice sector where appropriate. He explained that the members of the council will be former Judge of the Caribbean Court of Justice, Duke Pollard; former High Court Judge, Justice James Patterson; Justice Claudette Singh, Professor Harold Lutchman and Professor Harold James.
He said that the council will be assisted in the execution of its mandate by support staff from the Ministry of Legal Affairs.
Moreover, Senior Parliamentary Counsel at the Ministry of Legal Affairs, Joann Bond, will represent Guyana at a Technical Advisory Group Meeting for Legislation and Drafting to be held in Castries, St. Lucia.
According to Harmon, the conference will be held on May 11, 2017. It is sponsored by the Improved Access to Justice in the Caribbean (IMPACT Justice) Project. He said that the event will provide a forum for participants to discuss IMPACT’s activities for the next year and will focus on the legislative agendas of the government and how the project can assist in the areas of legislation and treaty drafting.
IMPACT Justice is a five-year regional justice sector reform project which is being implemented from within the Caribbean Law Institute Centre, UWI, Cave Hill Campus.
Since the project began in April 2014, it has facilitated mediation training in Barbados, Dominica, Grenada, Jamaica, St. Kitts and Nevis, St. Lucia and St. Vincent and the Grenadines.
