The opposition is concerned about the possible involvement of a British adviser in the operational aspects of the Special Organized Crime Unit (SOCU). Advisers are normally precluded from involvement in operational matters..
SOCU is a relatively new unit. Foreign assistance which is being provided is most likely being done to help develop the investigative capacity and systems of that unit.
It needs to be determined whether the British expert was recruited by the Guyana Government or whether he was recommended by the British Government as part of any technical assistance programme. If the expert is being paid by the Guyana Government, then he is free to involve himself in any investigation. But if he is strictly an adviser, being paid for by the British government, then his role would be circumscribed and would be outlined in the terms of reference of his contract.
Advisors, especially those funded by foreign governments are supposed to render technical advice, not involve themselves in day to day operations of an entity.
The allegations being made by the opposition are serious and could lead to a recall of the adviser. This would be unfortunate for the person concerned and for the government of Guyana who will face embarrassment and a loss of confidence by the British government if it is found that the government allowed an expert to be involved in matters in which he ought not to be involved. The allegations made by the opposition have been denied by the British High Commission.
The situation is highly complicated because the allegations come against the background of the opposition accusing SOCU of pursuing a political vendetta. This is the sort of matter which foreign governments and their representatives would wish to stay clear of.
The investigation concerning the house lots at Pradoville are said to be a political in nature and not consistent with the original mandate of SOCO which was to go after offences relating to -money laundering and financing of terrorism. It is hard to see what Pradoville 2 has to do with that and why SOCU is so keen on investigating this matter.
SOCU has more important work to do. In fact, to date the SOCU has not yet made a significant money laundering case. One case which is before the court concerns a person who it is alleged did not comply with a court decision to produce documents. But so far, no money laundering charges has been leveled against this person.
Some persons were also hauled in for questioning for the jewelry they had on. But very little has been heard of these investigations so far. Perhaps a status report should be provided by SOCU on these matters so as to allay the fears of Guyanese that the priorities of the agency are not being misplaced.
Some months ago, there were reports that the homes of businessmen were searched. But the outcome of the investigations has not been made public. It is against this background that the British adviser finds himself embroiled in a controversy. The allegations have been denied but the opposition continues to repeat the charges.
It is a serious matter and the opposition should not be complaining to the British High Commission or in the press. It should write directly to the British Foreign Office outlining its concerns. It should request the Foreign Office to investigate the allegations and should provide any evidence, including newspaper reports and accounts from eyewitnesses.
The British Foreign Office is very sensitive as to the image of the country. It will investigate any complaint which is made either by a government or by the opposition. The Foreign Office is likely to investigate and to respond. This is the approach which should be taken by the opposition.
