After the government of Guyana concluded its investigation into appointed Kuwait Ambassador, Dr. Shamir Ally, a letter was written to Ally drawing to his attention that government wishes not to have any future oversight errors committed in the future.
According to Minister of Foreign Affairs, Carl Greenidge, during his Ministry’s end of year press conference, following the investigation into the reported case of fraud which Dr Ally was involved in, the appropriate action was to write the ambassador informing him of government’s concern.
Ally was appointed in last September as the Guyanese ambassador to Kuwait. Following the announcement, an article in September said that Ally was convicted on March 4, 2003 by United States District Judge, Michael Baylson, for the dissemination of false financial information by Acrodyne Communications, Inc. in press releases and Commission filings in 1998, 1999 and 2000.
Following the exposure of this matter, the Ministry had launched an investigation into the matter. Greenidge said that after the investigation, it was concluded that Ally should have drawn to Government’s attention the matter which was raised in the press.
He said that it was inappropriate for Ally not to have informed the government of the issue. Despite this, Greenidge said that Ally’s contract will stand and that government is looking forward to the service he will provide.
Greenidge said that based on what transpired, Ally can expect that the Foreign Ministry will stay particularly close to him.
According to Greenidge, Ally’s contract is for one year. On the issue of whether the Minister believes that there is a possibility for Ally’s contract to be renewed, Greenidge said that he did not wish to pronounce on that prospect at this stage.
Two weeks ago, this newspaper had reported that Ally was still not accredited by the Kuwaiti government. This was according to Greenidge during the consideration of his Ministry’s budget estimates.
Greenidge had said that Ally will remain the ambassador designate even though he is yet to officially occupy the position. Since Ally is yet to be accredited he is not receiving an ambassador’s salary.
However, according to Greenidge, when Ally was appointed as is the norm, he was given an advance because he has to establish himself before all processes are completed.
He added that the process of sorting out the accreditation and having Ally’s documents presented to the Kuwaiti authorities is in train and will be completed in due course.
