Last March, the Mayor and City Council announced that the Council will be introducing a new online Revenue Collection and Financial Management System (RCFMS) shortly. This was according to the Council’s Network Administrator, Adunni Christian, and Chief Executive Officer of Innosys, Richard Langford. Innosys is the company developing the RCFMS software.
This software is expected to significantly improve the Council’s Information Technology capabilities and financial accountability. M&CC Public Relations Officer (PRO), Debra Lewis, told Kaieteur News that the RCFMS is not yet operational. The PRO added that currently taxpayers’ data are still being entered into the system.
Lewis noted once it is complete, RCFMS will officially go online, revolutionizing the tax collection system in Guyana. The PRO explained that the RCFMS is a type of “responsive web-based application”, which would allow users to access it on smart-phones, tablets and computers.
Currently, City Hall customers cannot conduct business transactions or make simple enquires unless they visit the municipality offices. However, when the service is launched, they will be able to access their entire history online from the comfort of their homes.
Mayor, Patricia Chase Green had said that the M&CC would require approximately $3 billion annually to run the city efficiently. Chase Green noted that since many persons do not pay their taxes on time and the M&CC does not collect enough funds, deficits are encountered annually.
