Tired of the numerous complaints of unprofessional conduct in the learner driver theory and practical examinations, the Guyana Police Force (GPF) has introduced a new measure to tackle corruption in this area.
The new system has proven to be very efficient thus far, according to the Commissioner of Police (ag) during a recent press conference. He explained that with the number of complaints they had been receiving, the force took a conscious decision to have the Cops and Faith Community Network (CFCN) involved in the examination process for potential drivers.
“They (CFCN) were first involved in the theoretical examination- the invigilating and supervision of the examination. When that system was first introduced, there was some resistance at first, but then it settled down,” Ramnarine said.
He pointed out that before the CFCN got on board, there was a 70 and 80 percent pass rate from the theory examination, but then it went down to 45 and 50 percent, which justified the complaints they were receiving.
“It became a very real and encouraging sign and now we moved it a stage further with the CFCN marking the exam paper under police supervision in a police environment, so persons who used to feel that they will have somebody go there and write the exam or someone to fix them up – all that is through the window,” the Commissioner (ag) stressed.
Kaieteur News was told that persons are now buying their learner’s package, studying the booklets and attending classes.
Over the years many persons have been complaining about persons purchasing their letter of competence from the members of the Guyana Police Force as opposed buying their package and going through the process.
A Letter of Competence is issued by the police when a person successfully completes the practical part of the driver’s examination.
Once issued, the letter is taken to the Guyana Revenue Authority where the person pays a fee and gets their driver’s licence.
It is said that a letter of competence can cost someone as much as $90,000 plus a “lil raise.”
Ramnarine said that the force will be taking decisive action against corrupt ranks as it aims to build and sustain a relationship with members of the public.
For the year, 15 ranks have been dismissed by the force—six for corrupt transactions, two for rape, three for narcotic-related offences and four for simple larceny—while 24 are before the court for matters ranging from attempted murder to assault.
In 2015, 12 ranks were dismissed—seven for corrupt transactions, two for firearm-related offences, two for narcotic-related offences and one for another offence of assault, while 21 ranks were interdicted for offences ranging from conspiracy to commit murder to assault.
