…GRA’s Demerit Points System can finally work
A number of companies have expressed interest in supplying new and improved number plates to Guyanese car owners.
One such company, Triple R Investments and General Supply Inc. believes
that this initiative will encourage safer driving on Guyana’s roadways.
Representative of the company, Roubinder Rambarran said that his organization had presented its proposal to show how their system can improve road safety. He said that the High Security Intelligent Vehicles License Plate will finally make the Guyana Revenue Authority’s Demerit Points System work.
The Demerit Points System was created by the Motor Vehicles and Road Traffic (Amendment) Bill (2014). The system sought to decrease the instances of road accidents and fatalities by disqualifying careless drivers for a specified period. However, it has been reported that the system has not been effectively implemented.
According to the law, if a driver accumulates 10 or more, but less than 16 demerit points, the period of disqualification from holding a driver’s licence is six months. If a driver has 12 or more demerit points over 12 months, the period of disqualification is one year.
Rambarran believes that with the implementation of these number plates, the GRA will have a computerised mechanism to monitor the activities of drivers.
Rambarran said that his company is offering the High Security Intelligent Plates coupled with Intelligent License Tag and a High secure Driver’s licence.
He said that these inputs will contribute significantly to the administration and management of motor vehicles, hence increasing revenue collections and assist with finding vehicles that are used for criminal activities. Further, using the new number plates will stop persons from illegally changing plates, since doing so will break a seal, and the computer system will be alerted about the breakage.
According to him, the system being offered by his company will have a Radio Frequency windshield label, which will store data electronically and print vehicle related information, for example, registration and fitness information. A further benefit of this RFID tag is to confirm the validity of the outer number plate.
Moreover, the secured driver’s licence will offer electronic verification of vehicle details and ownership, statutory and valid documents for road service licence, fitness and insurance, issuance of and real-time capturing of ticketing for traffic offences.
The database will essentially create a profile of every driver in Guyana and record their information, which will be accessible by law enforcement officers across Guyana using the Government WIFI system. This wireless connection will be available in Regions two, three, four, five, six and 10. In areas where the WIFI is inaccessible an IPAD using the 4G Network available through Digicel or GTT will be used. This will mostly be used in Regions nine, eight, one and seven.
The software which will be used to record all information is AutoTrac. It will be a customizable, multi-user Auto Vehicle Management Software to manage the registration, routine inspections and licensing of automobiles. It is designed to expand, integrate, store and retrieve all relevant information within a structure and compatible data sets.
Traffic ranks will have to carry a RFID Portable computer designed to display and record database information. AutoTrac will allow officers to tag database records of vehicles, owners or drivers who have pending violations.
It is Rambarran’s belief that this software can be integrated with GRA to make their demerit system function, since all violations of each driver will be recorded and stored. He said that this will help to further deter drivers from intentionally committing violations.
