A Partnership for National Unity and Alliance For Change (APNU+AFC) government is still trying to
cope with the financial burdens it inherited from the People’s Progressive Party Civic (PPP/C).
Attorney General and Minister of Legal Affairs, Basil Williams addressing the National Assembly, pointed to the financial load as he spoke about the things his administration has been able to accomplish during the short time it has been in Office.
Williams said that his government strove manfully to execute its mandates even with the constraints it worked under, adding that the Attorney General’s Chambers and the Ministry of Legal Affairs (AGMLA) were able to deliver on a number of “promises.”
One “promise” fulfilled was the payment of the Judgment sum, US$6 million, to the Suriname beverage company, Rudisa, a payment that was left unpaid by the last Government. Williams said that the final payment will be made after the passage of the 2016 National Budget.
Williams said that while this will be a great relief, there is much more hanging over the head of the government. The Attorney General also indicated that there is another $5B that is to be paid to a Trinidadian company.
This is the first time that this outstanding sum was mentioned. However, the Minister did not elaborate.
Williams jabbed the former Attorney General Anil Nandlall suggesting that if he was better at his job, Guyana would not have been saddled with such debt in the form of Judgments.
Williams then told the House that the government is unable to pay the “fantastic judgments in one walk”.
Nevertheless, Williams said that his government will try its best to service the debts. Other promises delivered include the Housing of the Commercial and Land Registries in new premises; the appointments of Registrar and Deputy Registrar; Reducing the backlog in the Land Registry and Widening the class of persons who can be Coroners by passage of the Coroners (Amendment) Bill 2015 into law to facilitate inquests and inquiries into hundreds of unsolved and unnatural deaths.
Williams also boasted that the government has passed the law to create a permanent Law Reform Commission and has honoured the financial independent status of the constitutional bodies by passing in the House, Budgets initiated by the recently independent bodies.
Further, Williams pointed out that the APNU+AFC Government created a draft Bill on Cyber crime which has been sent to stakeholders for consideration and feedback before passage through the National Assembly. (Abena Rockcliffe)
