DEAR EDITOR,
Visiting the subject of road users, I would like to know: is the government culpable for the high number of road accidents?
The government if it wishes to enforce the penalties as it relates to improper road usage must first implement some basic requirements for road users and if it does not do so, it will also be culpable for the carnage by association.
The following things must be put in place before the handing down of jail terms by the state:
1. Marked pedestrian crossings with adequate lighting and signs to identify same.
2. Provide pedestrian and cyclist use areas separate from roadways
3. Adequately lit roads
4. A programme that teaches both adults and children to use the roadways
5. All motorised vehicles, cycles and donkey carts should carry mirrors, lights and horns.
These are just some of the requirements, and if the government does not do this as is done just next door in Suriname, it should be held to account for each and every road accident in this country. However, like with everything else in Guyana, no one ever accepts responsibility.
