DEAR EDITOR,
My attention is drawn to a very serious matter; at this point they are allegations and a person is presumed innocent until proven guilty.
However, it seems as though the Guyana Police Force does not have a standard procedure in dealing with matters. It appears to me that one is treated according to the mood of the police or maybe who you are.
I am referring to two serious matters of alleged fraud committed against the state by two senior former government officials. These two officials have been fingered in the illegal sale and transfer of state vehicles, they have since been charged by the police and placed before the courts where bail was granted and they are awaiting trial.
A second matter has surfaced involving the same two individuals, this time the allegation is embezzlement of some 120 million dollars. The two former government officers have been invited by the police to the CID headquarters for questioning and it has been reported that they have been released on station bail.
Editor, in March 2010, while being employed with the government as Regional Executive Officer, an allegation was made against me of a similar nature, but my situation was treated totally different. At the time of the allegation and investigation I was employed by the Government and was living in a government house at Better Hope, E.C.D. I was sent on leave to facilitate the investigation and the relevant authorities had all my contact telephone numbers.
At no time during the period of the investigation was I given the right to a hearing or told exactly what the nature of the investigation was. The matter was subsequently handed over to the police. The police never contacted me, whether directly or through my employer, but to my dismay placed a wanted bulletin for me in the national newspapers.
I subsequently turned myself in to the police in the company of my attorney and assisted with the investigations. It was only then that I learnt what the allegation against me was. Having explained to the police my role and functions as REO, the investigating rank, the late Senior Superintendent Mr. Paul Wintz was convinced that there was no case against me. He even wondered why I was treated in such manner, in just about a few hours the investigation was over and the police realized that I had nothing to do with the allegations against me.
Mr. Wintz said to me “while we do not have anything against you, I have sad news I have been instructed to lock you up and to keep you for the stipulated 72 hours”.
Editor, there was another matter that involved another senior official from the Ministry of Finance a few years ago which I would not get into, but I’m sure the readers would know who and what I am referring to, and when we look at how the police operate we realize that some are treated different from others.
The question is: why? Do the police have favourites or are they directed who to go after in inhumane manner?
