DEAR EDITOR,
The long awaited elections have come and gone. The results, though not a foregone conclusion, have been pleasing to many. It’s now time for the new government to set the agenda of development and progress.
The previous tenants of high office certainly abused their positions and even their own constituency. However it is now time to move forward with an imaginative legislative game plan. To begin with, there is need to enact legislation concerning the tenure of certain levels of officialdom. For example the heads of the Police, Bank of Guyana, Revenue Authority, Auditor General, Guysuco, etc., should relinquish their positions whenever a new administration takes over.
Local Government Elections and the implementation of the Local Government Commission should be set up in the first 100 days of this government. Restructuring of the Public Service, NIS and other government corporations must be placed on a schedule that finds serious reforms taking place within three years.
There must be a return to the principle of collective bargaining in labour relations. Employers both local and foreign must be bound by our labour laws.
All state pensions must be reviewed and the lower levels increased. The ridiculous president pension must be immediately cut and reasonably sized. Even that which an opposition leader will attract must be reasonable and not outlandish.
There’s need for constitutional reform. Presidential powers as exist must be cut. Other needed reforms must be placed on the list of things to be done. All of the foregoing cannot be done overnight. Our government will however have to come up with a list of things to do and a publicly shared time plan by which it is hoped the improvements will take place.
In short, the people must be apprised of events and actions as we go along. In some cases, use must be made of public sessions to inform of government intentions and actions.
