A Police Sergeant, who recently had his promotion to Inspector rescinded, may have good grounds to appeal the decision of the Police Service Commission.
Sergeant Alwyn Hoyte had his elevation to inspector reversed by the Commission last week; the reason being that he had “outstanding disciplinary matters”.
The Police Service Commission was acting on the advice of the Force administration.
But investigations carried out by this newspaper indicated that the matters cited by the Commission, had already been heard and a decision taken.
According to a reliable source in the Force, Hoyte’s matters–three of them– stemmed from complaints made by an East Bank Demerara businessman, who happens to be a close associate of a high ranking police officer.
At the time, Hoyte was the Sergeant in charge of the Diamond/Grove Police Station.
The businessman even went as far as attempting to influence Hoyte’s removal from the station but this was rejected by the then Divisional Commander.
This newspaper was reliably informed that the investigations into the allegations made by the businessman against Hoyte were not done by his Divisional authorities, but instead by investigators of the Criminal Investigations Department Headquarters, where the high ranking friend of the businessman had significant influence.
In the end Hoyte, who has been a Sergeant of Police for more than 10 years, was charge departmentally for three matters and faced a trial by a senior police officer.
After the trial, the officer found that there was a lot of inconsistencies in the complainant’s story and ruled that the matters be dismissed.
At that time Leroy Brumell was the Commissioner of Police and he agreed with the decision of the trial officer and endorsed the dismissal of all the matters against Hoyte.
This information was forwarded to the force admin department to be reflected in Hoyte’s file.
“I feel that this is something personal because those (disciplinary) matters were closed, dismissed. This is going down very low,” said the source.
He disclosed that because of the close relationship that the businessman has with the high ranking officer, a lot of people on East Bank Demerara are reluctant to report anything against him.
Another police officer opined that what is taking place in the Guyana Police Force is a clear case of witch hunting.
He said that he cannot recall whether the Police Service Commission has ever rescinded a promotion mere days after it was announced.
Hoyte received his letter last week Monday and is contemplating action against the PSC.
According to the source, the rescinding of Hoyte’s promotion is shocking, especially since he was not given a hearing by the Police Service Commission so that the issues could have been ironed out.
What is interesting is the fact that Hoyte is the only recently promoted Inspector to be demoted, although several others who were elevated in rank have pending disciplinary matters.
Two recently promoted Inspectors come to mind. One was in charge of a police station when a prisoner sustained burns inflicted by a rank under his command.
It was revealed to this newspaper that that inspector has not met one of the basic requirements for his promotion.
Kaieteur News understands that a rank is required to successfully complete an Inspectorate Examination in order to be promoted to the rank.
“This Inspector never even attempted it,” a source told this newspaper.
The other is also stationed on East Coast Demerara. He was facing disciplinary action over the entrusting of a firearm to a junior rank to guard a prisoner at the Georgetown Public Hospital.
The weapon was taken away from the rank by the prisoner he was guarding, and then used to kill Detective Corporal Silburn Elias a year ago.
