Farmers in Region Two (Pomeroon/Supenaam) continue to decry the prolonged problem of nonpayment to farmers by millers after they would have sold their paddy.
The issue of nonpayment to farmers was again raised by Alliance For Change Councillor, Naith Ram, at the January statutory meeting.
“Farmers have sold paddy for more than five months now and have not been paid. These farmers have families to maintain and have to find the necessary capital to go back in their fields.
Ram stated that the Rice Factory Act needs to be revisited and if millers fail to pay farmers their monies after they would have sold their paddy over 14 days, their licences should be revoked.
Region Two Chairman, Parmanand Persaud, told Ram that the Government allocated $2.1B towards the payment of rice farmers, almost some two weeks ago. He added that the farmers have the tools to take those delinquent millers to court but they are not doing so.
Ram is maintaining that when paddy is sold to millers it is believed that the Factory Act would become operable.
He added that the Act unequivocally states that fifty percent of the value of the produce be paid within a two-week period. Ram said the Act further states that within 42 days, full payment would be made.
The AFC Councillor further argued that the legally binding Factory Act also states that if there is a failure to pay, then an interest rate of two percent becomes applicable.
