If the President indeed prorogues Parliament as is being reported it is not the same as Parliament not convening as normal, though still later than in recent times. With the pending no confidence vote it is going to mean that potentially general elections could be as much as nine months further down the road as against general elections in three months. Also contrary to what is being suggested by Minister Robert Persaud, no further cooling off period is needed. The government and the nation knew since July of the no confidence motion to be debated when Parliament reconvenes. We have had over four months to cool off and work together for the Guyanese people.
What has happened since July is that the government has snubbed dealing with Local Government elections which have not being held in Guyana for nearly 20 years. Apart from the other matters which could have been usefully discussed by the political parties we also now have the matter of the completely compromised Attorney General. So rather than a cooling off period, any thoughts by the PPP on resorting to proroguing parliament is all about naked self-preservation, and continued corrupt management of the Guyanese public resources.
The bottom line is that the PPP is scared of going to the polls. If in fact the PPP prorogues parliament the Guyanese people have to follow the lead of the people of Tunisia, the people in Hong Kong, the people in Burkina Faso. The Guyanese people have to let the PPP know that they have had enough of hearing how Democracy has been returned to Guyana and insist that the Democracy that the PPP likes to trumpet it has returned to Guyana needs to be demonstrated in how the country is governed.
This threat of proroguing of Parliament is also another reason why the AFC and the APNU need to work together to win the Presidency so that they can move on the limited but necessary amendments that are needed to the Guyana constitution to entrench inclusive governance. One of the things that need to be fixed is that a Guyanese President should not be able to suspend the ability of the people’s representatives to meet and discuss the urgent and important matters affecting them just because he or she might not like the issues the peoples’ representatives wish to discuss.
