Permit me to respond to your article on the above, which was printed in your Sunday Kaieteur News dated August 31, 2014, pages 59 and 64.
The Rotary Club of Stabroek provided all materials for, and the Guyana Prison Service labour to construct a house at Nabaclis, East Coast Demerara on a plot of land given to ex-prison officer Ms. Roxanne Winfield by her relatives. During the building process, this project was overseen by Ret. Director of Prisons, Dale Erskine, DSM, Director of Prisons, Welton Trotz and Ret. Chief Prison Officer Gordon Hazel.
On completion of the project, the house was handed over to Ms. Winfield on December 14, 2013.
Note: On handing over of the house, it was fully furnished and the compound immaculately clean. At the handing over ceremony, the son, daughter and sister of Ms. Winfield were present along with representatives of Rotary Stabroek, Guyana Prison Service and members of the media.
At no stage, did the Guyana Prison Service undertake to facilitate the house with the supply of water and electricity. However the electrical certificate for wiring of the building was handed over to the family. They were told that they will have to approach GPL and GWI in order to access the necessary utilities; contrary to what was stated in the Kaieteur News article.
Yes, Roxanne’s son visited the Director of Prisons’ office and after explaining the problems with non-payment of electricity bills and G.W.I., he was advised that the Guyana Prison Service cannot pay unpaid bills owing to GPL and that he needed to approach the entities to have the problems solved. The Prison Service has always, and will continue to support Ms. Roxanne Winfield.
However, relatives of Ms. Winfield need to have their input into the process, to take up whatever slack there is in ensuring that they can occupy the house.
The Guyana Prison Service is reliably informed that one of Ms. Winfield’s close relative has utilized a plot of land at Diamond, East Bank Demerara that was given to her to build a house, but they cannot pay off the GPL bill in order to ensure that electricity is supplied to her house and the connection of water to the property. You may wish to further investigate this behaviour by those concerned.
If this is so, it is a distasteful act by the close relative who seems to want to give the impression that the current Director of Prisons is reluctant to give any help to Ms. Winfield to access the stated utilities. The family must fulfill the requirements as set out by the respective entities.
