Outgoing US Ambassador, Dr. D. Brent-Hardt, hopes that the USAID-backed Leadership and
Democracy (LEAD) Project will restart shortly.
The diplomatic head made the call Tuesday during a goodbye visit to Speaker of the National Assembly, Raphael Trotman.
The Ambassador, according to a statement from the Parliament Office, said that negotiations are ongoing “and expressed his hope that the programme would be re-started in the very near future.”
The LEAD project had been a controversial one during the Ambassador’s tenure.
Government had objected to the project on the grounds that it was not approved by the administration.
In May, the project was put on hold by the Government and the US, pending negotiations.
The LEAD project reportedly seeks to enhance the technical capacity and functionality of the legislature through the regular use of consultative practices and mechanisms for legislative drafting, analysis, review and passage.
The programme was expected to further reinforce democratic governance in Guyana by broadening political participation through more representative and competitive multi-party engagements.
It will include a particular focus on women and youths. It included close collaboration with Parliament Office.
According to the statement from Parliament Office yesterday, the Speaker expressed his gratitude to the Ambassador for his support and involvement in the efforts to strengthen and broaden Guyana’s parliamentary democracy.
“Speaker Trotman also shared his expectations that the new Ambassador to be appointed will continue the work of Ambassador Hardt, enjoy similar cooperation and support from the Parliament.”
During the visit, Trotman lauded the US Government’s desire to support the promotion of understanding and consensus building; whilst encouraging greater citizen engagement and the strengthening of other democratic values of the institution.
At the meeting, the Speaker and the outgoing Ambassador also discussed his new posting; the establishment of a Parliamentary Women’s Steering Committee of the Parliament of Guyana, and their respective positions on LBGT legislation, among other things.
The Ambassador and Speaker Trotman are both alumni of the Fletcher School of Law and Diplomacy.
