With less than a week to go, Secretary of the Linden Amateur Basketball Association (LABA), has expressed reservation of the manner in which the Guyana Amateur Basketball Federation (GABF) has treated the staging of its Annual General Meeting and Quadrennial Elections set for Saturday at a venue still to be named.
Chapman said that with under a week to go, it is disturbing that after sending the correspondence to the affiliates with “As always if you have any questions or require any additional information, please not hesitate to contact me” that GABF General Secretary has not acknowledged or replied to his queries sent to the federation.
According to Chapman, “perhaps I did hesitate” in asking these questions, but that was due to the fact that over the past year there have been few, or very late, responses from the federation on several key matters.
However, Chapman said he did forward some relevant questions and as usual Burnett has not yet responded. He said first he wanted to know if the GABF Constitution had been changed after it was adopted in 2006.
This Chapman said was because those persons, who are listed as eligible voters namely the current officers of the federation by Burnett, should not be listed to participate at Saturday’s elections.
Chapman said Burnett also indicated that ‘Proxy votes are accepted’ but this was in violation to the Article 12- 6 of the GABF Constitution which states ‘No voting by letters or proxy is not allowed’.
The experienced LABA official wanted to know why the federation did not see it fit to hold a General Council meeting where these maters could have been addressed before the Saturday meeting.
He also questioned why the Masters Association, which was allowed to vote at the last AGM and elections in 2010, has been omitted this time, while the Guyana Basketball Officials Council (GBOC) is included. Chapman said he did not have a problem with bona fide affiliates being allowed to vote but was looking at how these matters are handled without knowledge of the General Council.
He also wanted to know when the Minutes of the last AGM in 2010 will be made available to the affiliates for perusal, and who will be presenting the Treasurer’s Report since the elected person in 2010 apparently did not function and no replacement was made known to the affiliates.
