Berbician Member of Parliament, Faizal M. Jaffarally has blasted the Guyana Human Rights Association (GHRA) for “bashing the police” whenever they “tackle criminals in our society.” The official was speaking to Kaieteur News on the rise in criminal activities in Berbice and Guyana as a whole. “Every time the police go after criminals and bandits of our country, the next day the Human Rights Association [is] bashing the police.”
The official asked the GHRA, “don’t the people who are being killed—aren’t their human rights important, too…don’t they have a right to live?!”
He believes that the GHRA has an agenda and urged the body to “put their act together.”
“Why not talk about the rights of the people being killed? Bandits go into your homes—they kill you and the police react; perhaps they shoot the bandit and the next day in the newspaper…GHRA bashing the police.” This Jaffarally said can result in a low morale of the ranks of the Guyana Police Force.
The Member of Parliament expressed concern about the sudden spike in criminal activity in the Berbice area.
Jaffarally stated that the government has provided “enormous” resources in the security sector but the results “do not match the resources given,” in terms of training, manpower and vehicles “and I am somewhat taken back.”
The official believes that police Divisional Commanders need to “get on the ground and see what their ranks are doing in the various station districts.”
He stated that it is unfair to blame the government or political party, “because the records show clearly that the security sector has been placed at the highest level, in terms of the resources made available.”
He urged Berbicians to be more security conscious and also called on employers to do more screening of employees.
“While it is the responsibility of the government to provide security for the state, I think all of us at various levels will also need to be a part of security,” he said.
“We need to be more mature at all levels in terms of coming together in this fight against crime and criminal activity.”
He said that it all boils down to management of the Force, and stated that the day-to-day operation of the Guyana Police Force is the responsibility of the Commissioner of Police and not the Minister of Home Affairs. “Rohee is responsible for policy and sometimes the Minister is being blamed wrongfully….the Commissioner in the first place is responsible, not the Minister.”
Jaffarally, in responding to the criticisms of response time of the police, stated that he has spoken to numerous Berbicians during his community meetings, who accuse the police of not having vehicles to respond when they call to report crimes. Again, he called on the Divisional Commanders and Station Sergeants to monitor the use of the vehicles at the various police stations.
“The response time is critical…and also we need to look at the use of telephones at the stations….I have known in certain outlying stations on the Corentyne where members of the public use the phones at police stations to make private phone calls,” he said.
