The human resources capacity of the regional health services has increased with the recent allocation of more than 25 medical doctors to various health facilities, including health centres, community hospitals, and regional hospitals.
The team of doctors consists of 25 Cuban-trained medical graduates, who completed their one-year clinical rotation at the Georgetown Public Hospital Corporation (GPHC); three Guyanese doctors who completed their studies in Cuba at the faculty which Government built for Guyanese studying medicine on the island; and three Russian-trained doctors. The doctors are contracted to the Government of Guyana for five years.
This disclosure was made by Dr. Narine Singh, Director, Regional Health Services, Ministry of Health, who was at the time speaking at the Orientation Ceremony, held on Wednesday at Cara Lodge, Georgetown. The function served to remind doctors of their role, duties and responsibilities in the delivery of healthcare.
Dr. Singh asserted that the body governing health services in the Region is the Ministry of Local Government and Regional Development while the Ministry of Health only provides support – for instance, the provision of healthcare practitioners.
He noted that the placement of the doctors will complement the existing healthcare professionals, such as medics and community health workers, in the hinterland region and rural communities.
Dr. Singh emphasised that as doctors they should take cognizance of Guyana’s health sector strategy which focuses on equity of access of healthcare, and the provision of quality service to everyone. With this in mind, he noted, healthcare is not limited to Region Four alone but must reach other regions.
He stated that for years the health sector was unable to provide that mandate, but recently it has been capable of providing medical practitioners for those outlying regions. It was noted that most of the doctors who will be dispatched will have managerial responsibility of the respective health facilities but “will not be the boss”.
The doctors are expected to approach matters collectively and respect the Regional Executive Officer as the head of the region. Dr. Singh revealed that the Ministry has been receiving complaints of some doctors not coordinating with the Regional authorities, for example, leaving the Region without informing the Regional Executive Officer. He sternly declared that the Ministry will not take these complaints lightly.
