Farm resident threatens legal action over neighbour’s chicken pen

Cedric Panday, of Farm, East Bank Demerara, is not pleased with the outcome of his complaint to the Herstelling/Diamond Neighbourhood Democratic Council (NDC). He has now threatened legal action.
According to Panday, he has been living at 102 Farm Squatting Area for the past four years, and his neighbour, Savitri Kissoon, has been living in the house in front of him before that.
Panday states that in February, he complained to the NDC that the odour from the poultry business that Kissoon had recently set up was affecting the health of his family.
He stated that the pen used for the chickens is three feet away from the fence that divides the two properties.
Panday claims that despite the fact that his complaint was handled by the NDC and the Ministry of Health Environmental Health Unit, he is still not satisfied.
The NDC Environmental Officer had advised Kissoon to reduce the number of poultry and to clean the pen daily with suitable and adequate disinfectant. She was also advised to remove the used floor matting in a timely manner and off of the premises.
Kissoon has reported to the environmental people that this is being done, but Panday claims that the odour is still affecting him. He wants her to remove the pen from the back to the front of her yard.
Panday says that if the matter is not satisfactorily resolved within the next two to three weeks, he will take legal action.
