The drafting and tabling of a Freedom of Information Legislation by the People’s National Congress Reform at this point in time would be an act of futility, says party leader Robert Corbin.
He premised his position on the fact that the Government has a majority in Parliament, coupled with the fact that even meaningful suggestions by the Opposition are not taken on board.
Corbin drew reference to the fact that the Alliance for Change had tabled a Bill which that party leader had to put on hold, given that there would not have been enough votes in favour of it.
The Opposition Leader also drew reference to the fact that President Bharrat Jagdeo and other members of the administration have promised a government-piloted Freedom of Information Bill.
That Bill is said to have been laid in the House by August but the Government has defaulted on more than one deadline in the past following Jagdeo’s announcement of introducing the Bill in April last year during the Summit of the Americas.
The Commonwealth Parliamentary Association had held a workshop for Parliamentarians and media operatives in Guyana, where Freedom of Information (FOI) was extensively discussed.
The essence of the Freedom of Information Act, according to the Commonwealth Parliamentary Association (CPA), is the empowerment of the populace to request any piece of information (with few exceptions, such as medical records) held by a public authority.
