The Guyana Elections Commission (GECOM) has approved the use of an “Optically Variable Ink (OVI) for the production of National Identification cards, which will commence in late October.
According to the Commission, the outline of the map of Guyana appearing on the front of the card and additional security features will not be visible to the bare eyes or detected without the use of appropriate technology.
GECOM has given its approval to De La Rue, the Company which has been contracted to supply the teslin (base material), hardware, software and consumables associated with the production of National Identification cards for all persons registered during the 2008 house-to-house registration exercise.
Further, the Commission considered that the OVI security feature is used on British Passports as well as on the US$50 bills currently in circulation. The durability of the card is in excess of eight years.
The decision to produce new national Identification Cards for all persons registered during the 2008 registration exercise is premised on the fact that there are currently three differently designed ID cards in existence. In addition, the decision to produce new ID cards with the enhanced security features was influenced by the fact that GECOM and the Police have found counterfeit ID cards.
The Commission, in a press release yesterday, said it is of the belief that there must be in existence ID cards of only one design and with security features which cannot be duplicated.
The distribution of ID cards is slated to commence at the beginning of November, GECOM stated. The distribution will take place using approximately 272 distribution centres over a two-month period.
Thereafter, distribution will continue from GECOM’s permanent Registration Offices which are strategically located in all of Registration (Administrative) Regions in Guyana.
Registrants will have to present the “pink slip” which was given to them at the time of their respective registrations, to uplift their ID card.
