Who really has the spy equipment?

Dear Editor,
I have read President’s Jagdeo’s denials of Dr. Ramsammy’s involvement in the purchase of spy equipment.
President Jagdeo should familiarise himself with the Burnham Constitution, which the PPP rejected in 1980, but now fervently embraces. One of the tenets of that Constitution is that ministers of the government are mere assistants to the President.
The reference to Head-of-State and Head of the Presidential Secretariat and/or Head of the Defence Board is therefore entirely irrelevant.

No one has ever suggested that Ramsammy was Chairman of the Board or even the CEO of the Board.
Close reading of the minority opinion of Keith Stanislaus Massiah SC of the Ian Chang Commission reveals that that there was a contradiction between Mr. Massiah’s findings and his conclusion.
Since President Jagdeo is convinced of Ramsammy’s innocence he should encourage him to proceed to the USA to defend his good name and reputation. In the USA, he could overturn the assertions in the court documents by instituting defamation proceedings.

In this regard, I am absolutely certain that in America he will be able to convince the authorities not to arrest him for perjury and conspiracy with Roger Khan. He will therefore be able to return to Guyana untainted.
I am however not sure that the honourable Minister is willing to take that risk. Until he does so, right thinking Guyanese will continue to believe Simels rather than Jagdeo and Ramsammy.
President Jagdeo is fully aware that the Commissioner of Police does not enjoy the respect and confidence of the American Administration, so it is unlikely that the US Administration would share information on Roger Khan’s activities with an individual whose visa they revoked unceremoniously.
If Greene, however, wishes to be credible and be taken seriously he should produce the same equipment with serial number found at Good Hope, which the US authorities claim that they seized from the office of Simels.
On this matter most Guyanese believe the US authorities. It is of course possible that the police have another laptop which could have been easily obtained in Georgetown.

It is also possible that Roger Khan may have had more than one laptop, which unhappily implies that ministerial approval was given on more than one occasion. It is however a red herring intended to hoodwink the Guyanese public. It constitutes an attempt at massive public deception. Such contortionism therefore does not exonerate the players.
President Jagdeo needs to be informed of Abraham Lincoln’s adage – you can fool all of the people some of the time and some of the people all the time, but you cannot fool all the people all the time!
Walter Ramsahoye
