Dear Editor,
For several years now, my neighbour has kept his yard in an unsanitary and unhealthy condition.
He has a latrine at the side of the house, a large accumulation of old wood, metal, tyres, cans etc. Large wood ants nests can be seen in his yard, which he ignores, and as a result is damaging my wooden fence. I have to constantly keep spraying to prevent the wood ants from invading and destroying my property.
Furthermore, he has a makeshift dog kennel with two dogs at the side of the yard.
This is a major problem and nuisance, since he has them tied all the time and does not bathe them, nor clean that area. As a result I have to permanently close all of my windows due to the foul smell.
Worse yet, he tends to feed them very late at nights when they are ravenous and they bark for hours, disturbing one’s sleep.
This practice is most disturbing to me and is cruelty to animals. Complaints were made to the Ministry of Home Affairs due to the noise nuisance and they claim that nothing can be done. Also the Guyana Society for the Prevention to Cruelty to Animals (GSPCA). They stated that they cannot do anything either.
Last July 2008, he was served two summonses by the Public Health Department, Mayor and City Council. Despite the obvious evidence in his yard, he won the case. Recently he was served with another summons, but the authorities seem to be dragging their feet on the matter.
In the meantime, he is verbally abusing me and my family, but we are keeping the peace.
