Aspiring leader of the main opposition People’s National Congress Reform, (PNCR) Dr. Richard Van West Charles says that no amount of “spinning” and repeated denials can now convince the average Guyanese that the Government was not fully involved with Roger Khan.
This follows revelations contained in an e-mail from Khan’s former lead attorney Robert Simels which linked health minister Dr. Leslie Ramsammy to the purchase of a sophisticated equipment used to monitor phone calls that was found in the possession of the confessed drug dealer.
In the e-mail, Simels asserted that the “spy computer” which Khan used to record top officials in Guyana, including the former Commissioner of Police, Winston Felix, was purchased ‘on the authority of the Guyana Government’
According to Van West Charles, this assertion by Simels is consistent with the view long held by the average Guyanese that only a Government could purchase such equipment and that someone in the present administration had authorized or facilitated such purchase.
He said that the link between Roger Khan and the Jagdeo Administration is emerging with great clarity.
In the e-mail, Simels went on to claim that Peter Meyers, a representative of the company, which sold the spy equipment to the Government of Guyana, ‘had been in contact with a Guyana Government Minister.’
Van West Charles said that it does not take a great deal of imagination to understand why a Minister in the Jagdeo Administration would be in contact with the company, which sold the “spy computer” to Roger Khan.
“Let me note here that when Mr. Leslie Ramsammy, whose name appears in the emails from Robert Simels which are now in the public domain…he denied any knowledge of assisting the Government in training Khan to operate the spy equipment,” Van West Charles said in a statement issued yesterday.
He pointed out that the training in the use of the spy equipment was a rather elaborate exercise, which seems to have involved a significant amount of planning and coordination.
“For it appears that the Jagdeo Administration not only facilitated the purchase of the “spy computer” but also apparently arranged for Khan to be trained in its use. Guyanese would be stunned to know that the cost for such training was US$90,000,” Van West Charles said.
He reasoned that a single individual could not have undertaken an exercise of this magnitude without the aid and protection of the government.
“It is equally clear that Khan was assisted by the Administration in so-called crime fighting activities,” Van West Charles said, pointing to the fact that Khan himself in a paid advertisement in 2006 asserted that ‘During the crime spree in 2002, I worked closely with the crime fighting sections of the Guyana Police Force and provided them with assistance and information at my own expense. My participation was instrumental in curbing crime during this period.’
He said that a closer look at the Roger Khan saga would reveal how carefully the present administration sought to protect Khan from the law enforcement authorities, going so far as to engineer the ouster of the former Commissioner of Police, Winston Felix, who had taken bold action to bring Khan’s criminal activities to an end.
Previous to this Van West Charles noted, was that when Khan was arrested on December 4, 2002, by ranks of the Military Central Intelligence Division (MCID) along with his criminal colleagues and the spy equipment seized, the army was forced to hand over the equipment to the police, which for months could not tell this nation what had happened to it.
He noted that present Commissioner of Police, Henry Greene recently claimed that the police was in possession of the ‘spy computer’.
However, according to Van West Charles, the various statements made by the Drug Enforcement Agency (DEA) in the courts of the United States make a mockery of such claims.
Apart from Dr. Ramsammy, President Bharat Jagdeo has also denied that he had any links to Khan.
He had told members of the media that at no time was he ever in contact with him.
Head of the Presidential Secretariat, Dr. Roger Luncheon at one time denied knowing about Roger Khan even though he had been conducting major business in Guyana at the time.
Roger Khan was fingered as a drug trafficker by the International Narcotics Control Strategy Report of 2006, which named him as a “well known drug trafficker.”
He was also involved in criminal activities as the court papers during his trial showed.
These papers also affirmed that he was involved in a criminal enterprise, which led to the deaths of more than 200 Guyanese.
According to Van West Charles, the fact that there is evidence in abundance that Khan was working in cahoots with the Jagdeo administration must mean that the administration has been tainted with participation in narco activities and a criminal enterprise.
“The Guyanese people must demand an investigation into the criminal activities of Roger Khan and the role played by the Jagdeo administration in his nefarious activities,” Van West Charles stated.
