The Regional Democratic Council (RDC) of Region Three (Essequibo Islands-West Demerara) is presently behind on their collection of rates and taxes.
This is largely due to the fact that the collections of rates and taxes from the 14 different Neighbourhood Democratic Councils (NDCs) across the region are behind schedule.
Regional Chairman, Julius Faerber, explained to this newspaper that enough taxes have not been collected yet for the RDC to go about all of the development activities it had planned for the region.
Thus far, Faerber explained, the RDC has been getting by, largely due to a subvention of some $3M, by the Ministry of Local Government. He described the money received from the ministry as “a start”, but explained that if more monies were not collected then works would be further slowed.
This year, the Region Three RDC estimated the budgets for the 14 different NDCs to be approximately $281.5 million. Most of these monies are expected to come from the collection of rates and taxes.
The Wakenaam NDC expects to collect $16.8M; Leguan $21.6M; Mora/Parika $24.7M; Hydronie/Good Hope $20.1M; Greenwich Park/Vergenoegen $6.4M; Tuschen/Uitvlugt $22M; Stewartville/Cornelia Ida $18.7M; Hague/Blankenburg $29.8M; La Jalousie/Nouvelle Flanders 16.5M; Best/Klien Pouderoyen $14.1M; Malgre Tout/Meer Zorgen $18.7M; La Grange/Nismes $16.8M; Canals Polder $12.3M; and Toevlugt /Patentia $43M.
Local authorities have said that their calculations, in order to come to these figures, were based on a number of things, including: building processing fees, building rentals, pound fees, the rental of machinery and equipment, burial ground charges, appraisals in residential areas, arrears and the interest and fees for application forms.
The Regional Chairman had previously advised officials from the NDCs to adopt a more vigorous approach to the collection of rates and taxes this year. Still the weekly contribution the different NDCs pay the RDC is behind schedule.
Faerber cautioned Region Three residents to pay their rates and taxes, or face probable legal action, which the Region is considering taking on defaulters.
