Dear Editor,
I read in a GINA release of October 13, 2008, that Mr. Shyam Nokta is now the Advisor to the President on the Environment.
I trust that this was an error since Mr. Nokta is the principal stakeholder in a private sector company, Environmental Management Consultancy, that tenders for Environmental Impact Assessment that the Government of Guyana has to approve.
Now he can either be a Consultant and tender for work with the Government, or a Presidential Advisor and work for the Government. He cannot be the employer and employee at the same time; there must be a segregation of duties.
Well if the above is true, this is Guyana, transparent Guyana that continues to contest the Transparency International rating. I trust that GINA was wrong.
